Everything else is cosmetics, maybe a few different weapons and a couple islands with chests containing some of those items. I downloaded through steam unfortunately, bought a 40 cent dlc just to test and it brings me to a ubisoft connect prompt for my black flag product key. I put in the key and it says it is already associated with my account
Everyone who has it legit on PC has it on Uplay so steam user or not you still have to play via Uplay and can meet up via their forums. I used to play bioshock 2 multiplayer with a regular group who would meet up via a steam community for the game, a community keeping the multiplayer alive, I expect AC4 would have asimilar thing.
Black Flag is $30 rn. Basically I would buy the gold edition of all the games in the triple pack for $50 each or I would just get the triple pack and buy the season passes. All you get is Freedom Cry with the season pass of Black Flag? And some multiplayer packs, so you're not missing out on much.
Right click the game in your library, and select "View CD Key". If there is a key for the season pass, or for individual DLC, copy it to your clipboard, and click the Unlock button on the Uplay launcher. Enter the code to activate it, and relaunch the game. Still wish that worked. I have my Deluxe Edition and Season Pass key. No other keys.

Freedom Cry is a short stand-alone campaign that was DLC for Black Flag, featuring you playing as a side character. Freedom Cry was the only major element of Black Flag's season pass, the rest was just minor weapons and multiplayer characters and whatnot. Originally it was $10 as DLC, though you could also buy it stand-alone for $15. Oh I see
